Nobody seems to know how to respond to this. My take on it is that separating children from their parents is equally as bad as a war crime. To do such a thing on purpose is sociopathic in the extreme. To do it to score political points is unconscionable.
You are completely correct about this. The fact that some folks can’t (or won’t) comprehend that is appalling, and shows how very far our society has fallen.
Given the context, it can be fairly interpreted as meeting the UN definition of genocide:
“any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such: killing members of the group; causing serious bodily or mental harm to members of the group; deliberately inflicting on the group conditions of life, calculated to bring about its physical destruction in whole or in part; imposing measures intended to prevent births within the group; [and] forcibly transferring children of the group to another group.”
You’re not wrong, but those in the ascendancy in the U.S. right now lack insight into their own motivations, and vehemently reject any suggestion that their behaviour is in any way reprehensible. Not just the toddler-in-chief, but also the sycophants with whom he has surrounded himself. Those with residual consciences have resigned (though IMO they should never have agreed to work for him in the first place). Nothing will change before the 2020 election – even if trump is impeached, we then get president Pence, and he is a misogynistic racist homophobe – and I worry that even then, an astounding number of voters think that the GOP has their best interests at heart (hint: it doesn’t).
tl;dr: there is zero chance of criminal prosecution as long as the GOP holds power, and not much even if it doesn’t.

LOL I could use a boss, no joke (any gender and race would do). Sorry about the very slow pace! I’m in a process of learning how to deal with my ADHD so I can (hopefully) manage time better and produce work more regularly.

Nov 2018–Absurdist joke about “baby cancer”.
Feb 2019–Presidential Media Manager’s wife makes the case for denying your children vaccinations, and giving them measles all so they won’t get cancer. After all 100% of the children who die from measles or complications due to measles never develop cancer later in life
This morning on the radio I once again heard someone caution against children getting vaccinations because it might give them autism. I thought that wasn’t exactly proven and it was a medical scare on the level of an urban myth. As a result, we have a ban on children under 18 who haven’t gotten vaccinations from congregating with vaccinated children. (sigh) Just get your children vaccinated, people.
It’s not merely unproven, it is disproved, and the doctor who wrote the original paper has been disbarred. The only reason it persists is that people WANT to believe it, for whatever perverse reasons.
