Atomic number comes from the number of protons in the nucleus (in a stable, neutrally-charged version of the element). This is usually equal to the number of neutrons (again, in a neutrally-charged atom) and thus factors into atomic mass.
Lead, in other words, is HEAVY. Any radiation has a lot of mass to get through. Density isn’t the same as heavy/massive though – it means there is less room between atoms or molecules of the element. That also makes it less likely for something like radiation to get through.
Although normal heat, not so much. Lead is a metal, and metal conducts heat pretty well. But that’s not the type of energy or radiation we’re talking about. 🙂
